Hi,
My husband and I are looking for a new RPG that has a science fiction theme like the Mass Effect series (including Andromeda).
Games we have played, so you can get an idea of what we like:
The Elder Scrolls series
Fallout series (including the disastrous Fallout 76)
X-Com series
Dragon Age series
Far Cry series
Mafia series
We usually don't play MMO's until winter, when we are snowed in.

Other than that, I am having a hard time thinking of a sci-fi RPG that I can recommend.

'This does not apply just to ED but SC or any other game. What they will get is Rebirth/X4, likely prettier but equally underwhelming and pointless.
It is incredibly difficult to design some meaningfull leg content that would fit a space ship game - simply because it is not a leg game.

I'm going to assume not an MMO since you didn't list any..
The newer Deus Ex games are great. I'd suggest them first for you.
Since you like FarCry then any of the Borderlands, Destiny 2 or Warframe could be good options. Warframe is most like Mass Effect in style.
Prey.
Elex.
The Surge (if you like Souls-Like games).
The closest match to Mass Effect though is Anthem.
Then if unsure or a toss up between two,go to twitch.tv and watch some gameplay and you should a good idea.
You didn't say WHY you played those other games,for all i know you just played them because they were popular or advertised,no indication as to what you liked about them,so yeah it is way better you choose for yourself using the method i stated.

For a game with strategy Mutant Year Zero: Road to Eden or Valkyria Chronicles
Old games include the Star Wars: Knights of the Old Republic (2 games in the series). These are party based games with a good story. Action-y combat with pausing, though.
The X series (X1: Gold, X2, X3) is a space simulation game, more 4X (eXplore, eXpand, eXterminate, and eXploit) than RPG.
It's interesting that Sci-Fi really cuts out a lot of games

Ok what about Assassin's Creed or Dishonoured? AC series begins reasonably difficult but ends up a walk through by the time you get to Black Flag. But who says difficulty is even an issue for the OP? Apart from that I notice from the OP's list that all the games he mentioned are on the AAA/open world (ish) side of graphics, I assume that's right as it does narrow down what suggestions I would give.

Also Witcher 3 has 97% positive rating on Steam so it's about as universally liked by its players as any game is going to get. I think the only popular games with more positive rating are Portal 2 and Factorio.
Other than that there is also the Bioshock and Dead Space games.
