The Division 2 got off to a good start with a solid launch, but it’s now clear that there are issues with the endgame. Recently, the team put together a post addressing most of TD2’s often discussed concerns along with plans on how they’ll be dealing with them. Those plans are why we’ve learned that Title Update 3, scheduled to release on April 25, is now set to drop in May.

Maybe I should have been more specific, I've done all the missions multiple times at WT5 and this is where I'm stuck. I simply do not get drops that are higher GS then what I currently have. My buddy is GS500, he didn't have any issues getting there but it is the complete opposite for me.
A high gear score raises your health and armor but you talents and named gear setup is what makes you kill stuff faster and increases your survival ability. A lot of people keep their GS at 460 because they had a great build. My setup is at 490 even though I have a lot of gear that's over 500 I don't wear it because it doesn't add to my build.
Plus the game is still being balanced with a lot of buffs and nerfs on the way, this will mean changing your build a lot. So at this point I would say stick with finding a good build and only upgrade if the drop adds to your build, being 500 or 515 isn't the end game at this point.

I think it’s more so the skill system and how it ties into gameplay / group play. Right now there’s no synergizing of skills, everyone basically uses the same skills. On top of that, the skills don’t provide enough uptime of their use and oomph behind them. Shields for example, cool concept however they get melted in a matter of a second on any difficulty from hard to heroic. It’s useless. Even with high end mods, it still gets shredded. They need to do some massive changes to skills to allow for more unique builds. Right now everyone just focuses on weapon dmg weapon dmg weapon dmg. Nothing relating to skills.

This is no longer true. The only way to get GS 515 gear will be DZ or raids unless they change course on this decision.

First, it lowers NPC damage and health in difficulties above normal, and reduces damage output of Named bosses in general. More broadly, Hard difficulty is now much easier, while Challenge is slightly easier. Heroic difficulty got the lowest reduction, making it “barely” easier than it was.

Fixed an issue where players were able to receive unlimited Snitch heroic bounties.
Fixed another issue where players were stuck after being revived while having a DoT state active.
Fixed other issues relating to players being stuck after revival.
Lowered NPC damage and health above normal difficulty.
Increased variety of NPCs spawned at higher difficulty levels.
Difficulty has been significantly decreased in Hard, moderately reduced in Challenge, and barely reduced in Heroic.
Fixed an issue related to Elite NPC aggressiveness in Heroic / Alert Level 4.

In fact, I can Calibrate my 500GS item for a measly 0.2% increase on a stat for a whopping 15GS increase, to 515GS. I can also find a 493GS item with that same stat rolled 3% higher, and add .2% to it to take it to 507GS. So, though it’s a significantly lower GS, it’s also a significantly better item.
Worry about the rolls > GS, IMO.
This stuff will be a huge help. I found WT5 to be frustrating to play due to a lot of these issues.
None are playable characters. They are the enemy faction, Black Tusk.
You can get close to the front man, the infantry, with a costume you get at the end of the current event.
The other 2 are nothing you can get. You probably gonna die a lot to them tho.
Your gadgets are a lot smaller (flying drone, deployable mini gun, chem launcher, firefly thingy etc)

On PTS?
Nahh, I've recalibrated a couple things to 515 this week in the regular game.
Raids because why would you go trough the extra trouble of coordination of a large group if you can't even get the best gear there.
The dark zone because pvp players should also be able to get the best gear.
The 515 in DZ is currently on PTS and is being tested before release into the wild. They also said re-calibration is being tested to allow you to upgrade at least two attributes with no cap. So people are advising to save your items with good stats.

The grind to 500 isnt bad at all, theres nothing to it really.
What IS a grind is quasi anthem issue...grinding for the stats you want and trying to flesh out a build, any build.
They want the game to be hard but they want to remove sponginess on mobs so they made the enemy easier to kill but they are still testing the "nerfs" players will get on PTS.
tl;dr They only added half of the suppose "fix" making the game easier for now.
