For a game that was supposed to be released prior to the end of 2018, it sure seems that Skull & Bones is taking a long time in development. It's so delayed, in fact, that Ubisoft announced that it will not be seen until "financial year 2019/2020" which means April 2020 at the earliest. In addition, Ubisoft also announced that the game will be skipping this year's E3. These announcements were made during the Q&A session in Ubisoft's investor call earlier today.

Division 2 isn't a new game so this is - probably - UbiSoft seeking to get the game to folks who haven't bothered to check out there store.
As to UbiSoft paying Epic - maybe. However a deal has been done which also benefits Epic - lots of publicity. So who knows - well from those who know the details of the deal! - maybe Epic are paying UbiSoft!
Well the article references the investor results Q&A which has only just happened so - shrug. However maybe its a case of Skull & Bones will be skipping E3. Which the link you provided indicates. But if so ..... odd headline.

Why would Ubisoft pay Epic to be on their store? That doesn't make any sense at all. It is pretty clearly Epic paying every company for exclusivity deals. In some cases companies might be going to Epic rather then Epic seeking them out, but it is only Epic paying here. The logic being that even with Epic's smaller cut, a game will be far more successful on Steam...unless Epic gives them an upfront payment to make up for lost sales and to make it exclusive to their platform.
The Division 2 has also been on the EGS since it came out and is not available on Steam. This is an old article to just show that Ubisoft is not shying away from EGS exclusives, despite their games still all being on Uplay. (Including TD 2) Just as an added note: https://www.ign.com/articles/2019/05/10/ghost-recon-breakpoint-will-be-on-epic-games-store-not-steam This is still going to be a think with Ubisoft. I would not expect any future titles on PC from Ubisoft to be on Steam at this point.
