I'm assuming you're asking why some think AA is as close to what you are looking for.
Because you can own, pay taxes on and work property in safe and contested areas. You can own, work and build on huge areas of land if you can afford it.

You didn't say you wanted castles to capture.
AA is the only game I know of that allows you to make your own empire. You can own land, build houses, harvest, ships to fish or go to war with... and literally create your own faction.
Is there a Shadowbane emulator out there anywhere?
I think he may want something that is somewhat modern. Shadowbane makes DAoC look like Black Desert.
Although, I could be wrong...lol
One of the reasons Shadowbane failed was likely the graphics, it was using dated graphics even when it launched, i only played it back then for a few days so my only real recollection of actual gameplay is that it was unsatisfactory.

I'm a little confused on what you're asking.
In AA you can own a lot of land plots in safe zones and conflict zones. Some require a cargo ship to deliver goods to make money, others can be done with a cart. There are castles, but castle warfare is kinda odd and more of a money grab. Most of the fighting revolves around resource grabbing and pirating.
DAoC has open castle siegeing that your guild can claim, but it offers little more than guild recognition.
Why would anybody ever play a game where you get to tax them and lord over them. If such a game existed nobody would play it.

erm, didn't Lineage 2 do this years ago? (and presumably still does as the game still runs). Guilds took castles and taxed the region setting taxes as they saw fit up to a set maximum.
What ended up happening was that some clans/alliances would keep the taxes high and then people would try to take them out of the castle the next siege cycle.
It promotes guild politics and pvp. This is pretty standard stuff.
