I know they are supposedly working on it, but its a little ridiculous that only two of the five classes can be males, and they made female versions of those two the priority, so all classes can be females now.

It takes time to redo all of the body models and artwork to have male versions, unless you want them to only be slightly modified female models and still look rather feminine. They're working on it, but it takes time.
I'd rather have it take a while to undo the gender lock than for them to just make all classes gender locked forever, the way a lot of Korean imports would.
Since DMKano has insisted so many times that the game is in maintenance mode, I think that announcing that they're adding a new zone that isn't already in the Korean version is a big deal. There is a big difference between a game that is going to be adding new content for years to come and one that is only going to localize a fixed set of content that already exists and nothing more.

It's the most non-commital way to remove gender locks. They get to claim positive press while making the most profitable move by focusing on female toons (and these are more profitable/popular, as we saw with TERA locking almost every new class to female for a long ass time).
I doubt they'll ever get around to equality for the male toons before the game inevitably (quickly) becomes the next Bless.
