No, it has nothing to do with that.
Other patches were more smooth because they come with normal features instead of a core overhaul that changes how the game-servers work, which creates a wide variety of issues initially, as client-side OCS did.
ALSO this is such a silly post, we all know online games releases frequently face issues and break in many different ways, and that on fully released games not on alphas, so one needs to be tad petty to have a go at SC for the patch struggles that get mitigated/hotfixed quickly nuf.

I like having a choice to login at major locations. Don't like how they killed being able to bring your ships up in your hangars. As to pushing stuff back, it's the new/old normal for them.

Yes, but PTU does not cover the type of issue, such as the same thing happens on games that do betas, etc... pre-release, the issues relevant to mass concurrency on the servers be simply the mere fact there is heavy concurrency and the services overwhelm causing parts of the game to stop working.
Most of the PTU worse state of the release builds is fixed during the longest PTU that is during the Evocati, the general PTU kicks in to get concurrency, that works, then live release.

I like having a choice to login at major locations. Don't like how they killed being able to bring your ships up in your hangars. As to pushing stuff back, it's the new/old normal for them.
The hangars is the design that they'll have to be physically present on the game-world, I think the current design is a sort of housing, they haven't prioritized because the spawning in and all is being done with the public stations & locations hangars.
