Like you that's where I was let down, it's a weird kind of hybrid combat system with neither part of the hybrid feeling very satisfying. My roommate said his caster felt like he was tossing wet noodles around or something, probably a good description. I don't know, apparently it has allot traction, but the problem is its billed as an Elder Scrolls title and plays nothing like one. I guess that's why I cant play it.

It is RvR, 3 faction fighting over a large map with castles, keeps, mines, farms ect.
A big part of the old DAoC secret sauce was precisely that complete separation into 3 different realms. You PvE'd with the same people you grouped with for PvP and everyone else was an enemy when you saw them in RvR. It was that separation that created the atmosphere and sense of purpose for the RvR.
ESO tried to do something similar although it would have always been a lesser version simply because PvE happens in a megaserver. The DAoC equivalent would have been that all the servers were merged for PvE and and only separate for PvP. That would have resulted in a less tightly knit community.
Regardless, they decided to abandon the separation and the feeling of underlying purpose for the Cyrodiil PvP was collateral damage of that decision. ESO has been widely praised for doing that but that's entirely from a "I can go anywhere with anyone" PvE perspective.
If you praise that and then wonder why the Cyrodiil PvP now feels like a tacked on other game, you're not really paying attention
