It was right in the investor's report, sadly. That's how Funcom (fun)communicates lately, the death of TSW/born of SWL appeared first in a financial report as well, so you need to read those if you really want to know what they're up to.

If that's the case that's probably true for every game that is developed in a publicly traded company.
They won't run to the players first and then tell the investors.
If this is true then it's a shame though I always thought they were never clear on what they were making. When it was in development I always thought, by its description, that it would be a very small game. Especially because it was supposed to have a LOT of cryptic quests where players would have to do a lot of searching, even on the internet, and deciphering of clues.
Then when they said it sold about 300k and they were disappointed, my reaction was "whoa!" as I thought that would have been about what the game should have been. But they thought it was going to be a lot more.
I don't know what it is with Funcom but they always have these great ideas and then someone (or several someones) always weirds them up.

So, far from me to defend this shit Legends, but that quote was totally misinterpreted.

The way I am reading this it says: The death of The Secret World and the birth of Secret World Legends appeared first in a financial report as well.
I would say he was just trying to back up his argument about the new Dune game with a statement from something that happened in the past (The "death" of The Secret World)
