Haven't run into the dialogue problem but have had the loot issue. It's probably the most annoying bug I've personally seen. Some clutter loot is unretreivable and a small number of enemies have been unlootable as well as weapons that are half buried in a wall/door/car and stairs are problems as the weapon may slip halfway into it, making it unlootable.
Even if sidequests don't add choice, they do add flavor. Johnny will pop up and add commentary to seemingly random sidequests and the smaller quests are fairly good while the bigger sidequests are better.
I bought it for the RPG element. This element is what I liked about Witcher 3. Game is not perfect. Game on ultra settings is beautiful. The detail in certain areas are beautiful. The combat can be fun. The Cyberpunk theme is so well done it is intoxicating. I understand people are upset for what it is not. For what it is, outside performance issues and bugs, is a great experience.
So, are you willing to replay drastically different decisions?
That's what the game is about... not just the first 40hr playthrough.

Some games have such amazing gameplay, I play it over and and over... we all remember are favorites, I'll mention Halo for the 1st xbox that I played on hardest countless times... to the dismay of my partner (yes I played Doom 2 and other games on on PC at that time ... if you know the timeline... but Halo was so cool).

Fishing is very popular where I live. There are lake fishers, fly fishers, ocean fishers, river fishers for trout and steelhead, and some people fish anything and everywhere they can. Some get very tribal in their fishing preference. I see a big similarity here between the hobbies. The big difference being gaming is a LOT cheaper even if you buy a nice PC and all the consoles. Hahaha
The other similarity is the patience and craft needed to land a console gamer. You prepare your line, bait the hook and cast onto the internet. Now you have to be patient, they may have been called into dinner by mum or something but a steady hand can yield a really big 'un.
The whole thing is rather silly, gamers can start with one platform and end up later in life with another or have both. We are one community, console guys are gamers as much as we are ((look at how magnanimous and unpatronizing PC Gamers can be. )). Still as you can see from my last, it remains one of the best opportunities for a wind up I know.

For me it's not a matter of not liking the others but I only follow hockey to the point of being very tuned in to all 31 (soon 32 with Seattle) teams in the league.
I can enjoy baseball, soccer, football, basketball, tennis, etc. but I don't follow them.
I have nothing against consoles and there have been times where like you, I've had PC, XB, PS and Nintendo current ones at home but PC has always been overwhelmingly my gaming platform.

I'd say the replayability comes from a combination of things. Different choices would seem to add more flavor rather than provide a drastically different experience.
The different starting backgrounds (Nomad, Street Kid, Corpo) most drastically change the prologue then add different flavor to some dialogue choices during the rest of the game.
I'd say the most drastic choice to make to provide replayability comes with the way you choose to level your skills.
My first run is as a Female Nomad, focusing on Body (Shotguns/LMG and Blunt Melee/Gorilla Arms) and Tech.
Second run will be Male Street Kid, Sneaky/Sniper and third as Corpo Netrunner, man or woman depending on which performance was better in the previous runs.
I should add that you can vary the playthroughs also by the yellow side quests. There's so many you could focus on a certain type (maybe a roleplay choice) or just pick different random quests as you work through the 3 (so far) main storylines.

I would think that unusual and the exception. while many PC gamers have consoles most console players have PCs I think Torval is right that tribalism is at play for most. Which is why PC gamers are known to slam consoles so much for no real reason other than to push a superior point of view and perceived position. The new PS and Xbox's for example are more powerful than most PCs for gaming. So it must just be a 'mine is better than yours' point of view for those who criticize. Consoles offer most of the exact same experiences as PCs. The only thing different is the device used to play it. I just never understood limiting yourself in gaming. I play the games I like not the platform I like. I respect everyone's way of choosing to game which is why I don't criticize one platform over another I just personally can't drive on a four lane freeway and only use one lane. They are all going the same direction. Yet the view can be different from each lane. To each their own.
Wouldn't want to deny others their choice of platform, certainly. But up until this newest generation of consoles, they were usually far behind PCs in power. The move to laptops for gaming has probably shrunk that some, granted. But this led to computer games that were designed with the lowest spec in mind, and that was a console.
Tons of game design decisions were made because of limitations of the console format. Consolitis. It's been an issue for years. There's also a focus on controller as the interface, which I'm not comfortable with for various reasons. The console paradigm hasn't offered what I want. The games they do best (platformers, driving, MA) aren't my preference. And not interested in controller, on sofa, on TV gaming. Though as always, YMMV.
This new generation of Xboxy and PS have really upped their standard though. Some of these complaints may be falling to the wayside pretty quick. Most of the major Cyberpunk 2077 issues appear to come from the oldest old generation consoles. I suspect that's their technical limitations at fault. Now I'm sorta tempted by the PS5 ecosystem because of the cool Asian games that don't seem to otherwise get ported.
So consoles have not previously offered me enough to justify the expense and set up issues. Not sure if that argument will hold this generation. That is, if you could just get ahold of one without paying an ebay scalper....

If you aren't replacing your PC every three years you are doing it wrong.
I don't like giving the WTF emoji. No need replace your whole PC system every 3 years... you're definitely doing it wrong. Don't be sucker and buy a PC (30%+ markup, and locked into usually crappy upgrade options, parts are usually sub par).
I build my own PCs, and anybody can do it. With foresight and planning... you're upgrading parts if you want near top end experience... a complete rebuild happens around 7-8 years (even then you can reuse parts, which I dont do).
I'm not cheap either, but never buy bleeding edge for an extra 5% gain and 2x the cost... but the next best.
