Best decision that could ever be made for this game is removing CR and they're actually doing it. I suggested this years ago both on this site and theirs but no biggie...

All that older content no one even did because the rewards that were needed for end game weren't there but now people will be able to do the content they want to do without restrictions/limitations. All the roleplaying possibilities + stress relief related to this change makes it IMO the best update to the game so far.

No words really describe how big of a move this is for the game so I'll just say that EG7 has been better than anyone could've imagined for every game under DBG.

Not to bring your hopes down, but CR will stay...

Just as rstrictions/limitations, and stress - somewhat.

Inbefore the torches and pitchforks, I ain't playing the devil's advocate, just doing an errata of sort.

    They're removing CR relevancy.
CR will stay, there's even a note in the dev letter saying
"Note: content will still have minimum CR requirements; your characters will still progress through the game."

So, CR grind stays, the changes are more aimed for the endgame players vs. non-endgame content.

You say they "will be able" to do old content they want to, well, not really. They will be forced to, kinda, since Source Marks will only drop from old content after that change.

And since old content will be farmed for SM, there goes your "without restrictions/limitations" line as well, since DI (Dim.Ink) naturally doesn't want CR300+ players oneshotting everything in lower CR content, so:

"Not-end-game content will stat clamp you down",
    and
"we strongly believe the experience will be more fun for everyone if the content plays somewhat similar to how it was designed."

Personally, I like the free episodes change, and how they revamp the subscription. Still no details on what will happen with All Access, and they still call the stipend currency as DBC, I'm curious about that.
Lifting the cash cap for premium players is maybe the best part of the changes (no surprise, premium player here :) ).
Daily login reward instead of the Vault is a step back and "content" removal, I'll kinda miss Joker's voice.

The main reason I quit playing DCUO is the developers thought they knew better than I as to what content was relevant to me. They did not. I also wasn't willing to put up with their trash f2p/premium experience either when I was feeling nostalgic for the game.

Some of those issues will be mitigated now, making dabbling in the game without an ongoing subscription somewhat palatable.

Yep, that's why I used to say DCUO is still a sub game with a trial... fp2 is more or less fine (though annoying) during the early game, but when the CR grind kicks in, it just turns pointless, alongside premium.
Even with paying hundreds for the episodes and unlocks, there's still a bunch of annoyances, and on top of that the measly cash cap which is unliftable and hinders almost everything... not to mention, paying hundreds ain't really the f2p way to begin with.

While on the other side just $15 a month and the whole game with all the content is open (plus subscription level access to PS2 as well, and the two EQs), it was obviously the way to play the game.

With these changes f2p will still be annoying and non-viable beyond a point, but at least premium will be fine for those "when I feel nostalgic" moments you say.
Still hindered somewhat, and a bit behind the subscription, but that's fine and acceptable imo, they still need the income.

Maybe a few sub will drop back to premium, but I'm sure it'll be compensated by the population rise, since a lot of players are currently in those same shoes: would like to go back for a nostalgic spin, but without a sub it's not an option.
With this change, it will be. And if a few of those throw in the sub, D.Ink is already at their money, while boosted the population.
