Even if they deleted the character, you would have to wait out the name being locked to their account to expire -- which reportedly is 90 days.
@lotrlore maybe you could set a reminder to check if it's available in 90 days from now, in case someone just created the character and deleted it immediately just to troll you.

For me having a particular name is important for keeping friendships and reputation among different games.
The same guild I joined in Vanguard (2007) and played other MMORPGs throughout the years, is now back for New World. I've always used the same name in every game I've played with them. They're all using the same names as well, again dating back to whenever they joined the guild. If I or they changed their names now, I wouldn't know them from a random person off the street. Your avatar changes from game to game, but your name becomes your identity.
Also, I'm not creative enough to think of a new name that easy!
