They didn't implement a system like GW2, but also didn't make mounts solely about increased movement speed as in the case in some MMORPGs. Their mounts have differing elements of distinction which have been made public, allowing anyone interested to seek out the information.
Also, the expansion isn't just about mount access so nobody is paying for that alone.
I think it's $30.
That is the price listed on their site for it.
That being said, there are tons of core changes coming. No more expertise is the biggest change i think. Focused drops. Mounts. Crafting changes. There will only be 3 difficulties of dungeons, no more of the M1 to M10. Revamped combat code, feels more fluid. Territory pushing has changed to promote more open world pvp (i did not test this). Introduction of artifacts. etc, etc, etc
Basically they are once again charging us for them to "fix" the game. But again, i will buy it because i enjoyed the PTR.
Mounts are a great addition, though. The flail is not interesting to me at all because I'm primarily a solo player, and it looks to be a back bar weapon for tanks and healers. I'll stick to my bow/GS dex build, thanks.
Anyway... maybe I'll check this out but there's some good single player games I want to do first like the Cyberpunk expansion.
$30.
I will buy as soon as possible.
Me and my guild are still enjoying this game daily, and the new content is really game changing in the good way.
