i dont think expansions actually have iLVL requirements anymore
Pretty much. You end up getting enough new gear from quests before the first dungeon to have the ilvl required to enter it anyway. But getting ilvl up is also good to make some passive gil too with the quest gear since its usually hq and sometimes are used for level quests, so people pay alot to level their crafters fast in the beginning of the expac.
I don't really remember it being a issue in past expansions, but i applaud the effort put into the article.
If anything, sitting at 660/665ilv will only really be useful for those of us who will start out with the zerg-trains going around grinding out the new shared FATE levels.
I'm hoping they go nuts with the gemstone awards again.

I wouldn't worry too much about your item level. If you haven't reached end game yet, then it doesn't even matter.
I recently ran the benchmark and scored over 8000, for a High grade. I thought it still looked dated. The bench mark ran pretty smooth, so that is one worry off the list.
I hadn't played since beating the MSQ for the previous expansion, so I'm just starting to play through all the patches since then and I needed to upgrade my gear to meet dungeon ilvl requirements.
On Balmung at least, each HQ Diadochos costs about 80,000-100,000, so its not millions upon millions. It's about a million, or just over, to get a full set and ilvl 640.
The only real hard requirement for entering the next Expansion in FFXIV, is to finish the entire MSQ up to the start of the next Expansion.
iLevel has never been a requirement, as you get high enough iLevel gear in the post MSQ updates, to survive the early content in the new Expansion, where the first quest line will give you a whole new set of gear to move forward.
Pretty much every Themepark MMO works this way. They want maximum expansion sales and not going to gate people behind iLevel gear grind requirements to stop people from entering the new expansion and thus hurt expansion sales.
