Why not be a bandit? Any solution that has the bandits risking the same amount of loot or more will result in no bandits or zergs. They're not being bad people, they just play smart. I've yet to see a system that makes sense.
If that's how you plan to do it, you're doing it all wrong. You don't just spend 1k and then hope to sell it for 5k to earn you 4k profit. That's a recipe for disaster!
No no no. You spend 1k to buy the merchandise and then you spend 1k more to hire the muscle that will go with you.
When you get attacked by bandits, your investment in mercenaries ought to yield results, i.e. a bunch of dead bandits and their gear as an extra profit for you. So once you reach your destination, you pay your hired guns the agreed fee, sell your merchandise and the gear you looted off the dead bandits. Instead of a 4k profit, you end up with a 6k profit.
As a caravaneer, you're a magnet for all the fat loot that wannabee raiders will be bringing your way. You just need to be prepared.
Also, don't forget that the caravans are supposed to be linked with the node system and their growth. In addition to the direct profit, you could also be developing your own node into a metropolis, with all its perks for you and your citizens.
I recall long ago being in a High Sec based corporation in EVE Online many years ago.
There used to be a war declaration mechanic (wardec) in the game which PVP gankers would abuse, relentlessly declaring war after war on hapless PVEers and just milking them for easy kills.
Corp I was in decided to hire another mercenary Corp to protect us from our tormenters, paying them like 5B ISK from the Corp Treasury.
As you might have expected, our tormenters paid the mercs 10B to declare war and gank us instead, pocketing our money and laughing all the way to the bank at our gullibility. (And posting some embarrasing stories on the EVE forums about the whole affair.)
So yeah, I'm going to remain skeptical that the scenario you paint will actually play out in practice.
But do let me know if you ever want to hire the services of Kyle's Kraven Killers to "protect" your next caravan, I'm sure I can get you a great discount.

My goodness what a tale. This is human nature and conniving, cheating, betrayal are all human lickety goodness. So interesting to watch but not so much to play through. I avoided EvE for a reason , I cannot play a game like this.

This could work in a more restrained game. One where the game restrained the actions of the players.
Perhaps if a clan hired those mercenaries and they accepted the contract then the employers could not be attacked.

If you could allow me a minute for a totally uneducated rant - it sounds like something designed by a murder hobo to trick children into the van, as it were. I don't care how you dress it up - there could never be enough rewards to get me to put substantive (read: time) into putting together a lucrative target for murder hobos to go after.
It always sounds like a great idea on paper, but when you get in game and you're standing around with the people you hired to protect you - all dead - and watching the hobos loot dozens of hours of your gear it will dawn on you that this isn't fun.
I absolutely refuse to believe this idea will work until such time as failure costs the murder hobos MORE than failure costs the targets. When that happens, where will be no murder hobos.
We need to play the game before we make any judgements like this BUT AFAIK you can take any route you want with your caravan(including the water). If you want to be a bandit taking our caravans I don't think your biggest issue is going to be killing the defenders. The biggest issue will be finding the caravans in the first place. You will have to have multiple people watching roads or people infiltrating groups to get information on when/where a caravan is being transported.
You will want a defender or two just to stop any passer-bys from getting any funny ideas but I think it will be safe 95% of the time.
I also don't like this idea that every encounter needs to be fun for everyone in a game. Its a pvp game. There are winners and there are losers. True, it sucks to lose but occasionally YOU are the winner and in those cases it feels far more rewarding than playing a vanilla pve MMO where everyone wins.

I'd probably choose a different penalty but I guess your point. Maybe treat them as a corrupted player in terms of death penalty. (4x the dealth penalty armor degredation, xp loss, stat penalty, etc). Maybe an additional bounty on their heads unless they pay off a penalty.
