Entering Early Access in January, Aloft is an upcoming co-op sandbox survival game. Published by Funcom, it's set in a world of floating islands, where one of them can be your personal skyship.

Are you thinking of Allods? It had the airships at least, though not sure about the grapples.
In it the islands were fixed I think but players built their own airships to sail between the islands which had a grappling hook mechanism.
Bossa is back I see working on a PVE coop multiplayer sandbox game called Lost Skies which should put it in direct competition with Aloft.

Ah interesting. I missed that one. Allods also did something much like this back in 2011.
After 9 hours one day of being mercilessly ganked repetitively he concluded that even for him it was a bit much and recommended devs make some changes.
As mentioned, they did try to create a PVE friendly mode but it was too little,too late, and probably not the only issue the game suffered from.
