Actually, teen ratings can have a great deal of gore and blood. You should check the ESRB website to fully learn of how the ratings work. There are many exceptions for teen ratings, the game has to express a number of things in order for it be considered mature by the ESRB ratings.
Judging by the comments of the Games Workshop guys (who are overseeing the project), this game isn't going to compromise the source material just to get a particular rating. I trust the integrity of GW, and I'm particularly sure they'll be true to their franchise and product.
I think WAR will be a great game.
(Unlike a lot of other hamfisted attempts to make an M game, where the blood, gore, sex, etc. are all just distractions from the fact that it's a crap game...GTA I'm looking at you)

I'm also glad to know that there are other people out there who agree that GTA is a crappy game that gets re-hashed with every sequel.
