CIA and assasinations.

Some time in the 60's or maby it was the early 70's I forget the CIA made a public statement saying they will not assasinate any more foreign diplomats or people of intrest. I think it was a bad decison because today that tool could be used with better results in my opinion and taking out people like Kim Jung Ill, Saddam Hussein, Bin laden, All Al queda top dogs, Irans president, Hugo CHavez and many other people of power would easily be contained if they were eliminated. I also think assasinations can bring the general spirit of the enemy down because he knows he can be hit anywhere and leaders of enemy states will act more civil for fear of being assasinated, now they just send their fighters in to die and unless the CIA gets a target location to send a strike fighter or armed UAV. I think trained persons capable of penetrating deep in enemy lines with the skill to seek out and destroy targets of intrest will save tax dollars and lives if they accomplish their missions.
There would obviously be some bad sides to this but I think in general if the really dangerous peoples were eliminated and then the rest of whoever they commanded seen that the USA is able to remove their leader they might try to conflict firther but I realisticly assume most will want to be allies rather enemies. I just think the open ground war and strategic bombings are very expensive and not as effective as removing the leaders responsible for the problems. What do you all think?
