I read somewhere that a mage/wizard/sage/whatever, should have max INT and then only DEX.. Do you guys approve of this? I'm pretty interested in what to do. Of course I need loads of INT but then DEX.. ? Shouldn't I balance out the other strats?

As a guy who played RO for 4 years I'll tell you this. If your a beginner these are the only classes you should think of choosing.
Swordsman - This is usually the best class to choose when your just starting the game. Don't listen to that VIT mumbo jumbo, over 4 years of experience i've found that a healthy amount of STR, with some sprinkles of DEX and a little AGI works GREAT!
Thief - Ok, its not all about the AGI as they say. If you wanna do damage you need STR. Its better to always have a bit more STR than AGI, and without DEX you won't be able to hit anything, hits isn't like the swordie build. Since this build revolves around STR with AGI and a bit of DEX.
Archer - When your starting get your 9 STR, but never add any more just add to DEX and AGI, since Archer doesn't use STR for damage.
Magician - Ok like in archer get your 9 STR to be able to pass through Novice, then add INT and when you think your spells do enough damage for where your training add a bunch of dex so its less cast time!

I played RO for a whole 2 consecutive years and, to a guy that played RO for 4 years, there are some misstakes in your post...
Str in the begin of a archer is acceptable, only if the people who is making the char knows what he want (iow, have experience in the class)... the same applies to mage... and archer is not a class to begin from... leveling is easy in the 60 firsts levels (for a beginner), the lack of money (for a beginner) will make the player think in build another char....
I recomend start as Thief, Swordman or Acolyte. But, I strongly recomend to start planning your char BEFORE ever click on "create". Rebuild a lvl 80+ char is too painless... Start planning how your char will be at lvl 99, start think what 2nd class your char will be (its more important then think in a class to start with).... Start learning some of the pre-constructed builds for the class of choice over there, as a scrap... I recomend 2h Agi or Spear Vit Knight, Crit or Dagger Assassin, Dagger Diverster ou Dagger ganker Rogue or a Full Suport WoE priest (all guilds need a lot of these), Combo/Asura Monk (its a pain in the 50 1st lvls, but will give you a few zennys)... If you dont plan your char, there's a 90% chance you make a rebuild in the future.... I agreed that STR helps more than agi ou vit in the leveling of a meele class... Start with 15 dex and go bump str to 20 or 30 (counting the bonus)... after, go to agi 30 if you plan a agi based char or a crazy 50 str if you plan a vit char... it's sounds like crazy but makes the levels go fast...
RO is whort to play if you like games that makes your think how your char will be from the lvl 1 to 99, before ever create the char... btw, Private Servers banalized RO... if you start playng in a private, you will never really enjoy the true RO spirit...
ps.: Quited RO cause it sucks alotoftime... played as Snap Monk in bRO... waiting RO 2...

I recommend thief for beginner, put a LOAD of points in agility. its a very cheap character, and one of the best to level.
Basicly it helps hurry up the boring 20 or so levels.

Here is the most preferred way I heard.
Get like 75 int; then like 30 dex.
then Max your int; then get 75 dex (this will effectively cut your cast time in half).
Put the rest of the points into Vit for WoE.
