This game you will suppossedly be able to change costumes in game, thus your clothes idea will be met.
The city will be huge! Part of it, the main part, is where people will socialize and get missions. Other areas are hazard zones, or those that have been taken over by gangs and such.
People could be flying around, running around, porting around, or whatever they wish in the main part. Yet, much of the game is elsewhere.
Check out the main site at www.cityofheroes.com , or at least look at the indepth goverage gamespy has right now.
Hope this helps you
From what I understand, you stay in costume all the time. The only other costume you can have, is if you join a Supergroup (guild) and they have a symbol, then you can have another costume with that symbol on and switch to it whenever you join up with them.
And the city itself is something like equivalent to 16 square miles in real life, so it's not exactly small.
You should check out the preview on Gamespy, they have quite a huge write-up with lots of info especially on the city.
You are in costume all the time.
At character creation, you decide general concept of character (two choices) then you get to make your costume. That costume willl never change, have things added to it or changed in anyway through game mechanics.
If, at any time you want to change costume, you can reset your costume choice and make a new one, with a penalty cost of a lot of notoriety, sicne no one will recognize you after this costume change
So.. think Earth and Beyond without ship upgrades at level. Completly static character looks.

It should be thrown with great force"
