Own3d.tv or Twitch.tv will be your best bet. For streaming to these sites the easiest is with a program called XSplit (its still free for now) otherwise use Flash Media Encoder and VHScrCap (Free).

Depends on the laptops spec. Intergrated Cards such as Intel, Low End AMD or Nvidia will not run rift "well" period.
