Yeah I tend to think the moment you "legalize" it in game you do everyone a favor. Games that don't allow it, are kidding themselves if they think they can't stop it. Furthermore if you can "legalize" it and monitor it, you can adjust the economics …
This is unfortunate for the fans of the game, I know this was the game of choice for Super Hero MMOers. The problem is that they are a niche group in a niche group.
