It has nothing to do with time cards, it is simply that WOW was the first MMORPG available in shops on the high street in countries outside North America.
It's not a better game but it was far better marketed.
This game is in fact the antithesis of EVE. There is very little downtime (personally I hate spending 20 minutes watching the auto-pilot fly the ship).
