Not too sure, but I think it's either in Kingshead (Name is close to it LoL don't remember it exactly) or it's at Port Royal (Theres a fort there IDK bout the name though...
Fort Charles is at Port Royal. If you follow the beach, one end leads to Wicked Thicket, and the other end is a high that leads to Fort Charles.
