i never played the game but want to.. and i went on the official site but was overwhelmed with too much clutter.
i hear u can talk with a mic ingame without using programs like vent and teamspeak....
if so how does htis work? whats the radius of hearing someone.. is it in guilds only or is there open mic where anyone can here u..
and is it very talkative when u get in the game? hearing people talk all over the place?
and is the ratio good with people having mics

You can only hear people in your group. It's not an "open" mic type of thing. You'll only hear the people you want to hear. Basically it's pretty much the same as using Ventrilo or Teamspeak, however the quality is pretty poor. You are much better off using a 3rd party software for voice chat.
I would second that 3rd party software is definately the right way to go. I use skype personally.
The in-game voice chat system works when you are in groups or in a raid. It does not work when your soloing and happen to see another player near by that can hear your voice luckily.
Most guilds would use 3rd party voice chat programs because it is more reliable and easy to setup. The reason being is because it doesn't really use up your computer at all and you can clearly speak to people so clearly without dealing the bad Codex from Blizzard's voice system.
To answer your additional questions:
No, it is not very talkative at all in game when you have party with them or raid group to hear them. Even that people dislike the voice chat system but some do. Therefore, you won't hear people talking all over the place.
The ratio of people having mics is very high because communication is always key to get through places faster and complete tasks also without needing to type it all out unless your friends are gifted lol. Sometimes people don't use vent because of parents blocking them or just too shy to talk on vent (it happens). Therefore, you just have to use vent if you want to talk with your guildmates, friends, or family.
