This game already has items and vendors handed on a silver platter everywhere, but I think a major change to the vendors in the RvR keeps will help promote defense and offense.
Add a time released vendor to each keep. Each vendor is unique and only provides one or 2 items. HOWEVER, the longer you hold the keep the more epic those available items become till, in the end, you have a mythical items with 5 gem slots sitting on this vendor for sale. ( It won't be cheap)
The same system works for the attackers though. The longer a keep sits the better its Keep Lord loot will be. Eventually you will have a keep lord with guarenteed Epic bags waitin' to be ganked.
the time frame for all this could be 2 weeks.
After 1 day the vendor could have a green item.
After half a week it could be a blue item.
After 1 week it could be a purple item.
After 2 full woeeks it could upgrade into a gold item.
The unique features of these items could be a ridiculous amount of gem slots available.

They could and they probably will after about 6 months or so.
The time frame may seem ridiculous, but you have to remeber this is a Mythic item for sale here after 2 weeks. You basically get to walk in and buy you insanely powerful gear. so holding the keep for a long time is the trial for this. Also keep in mind that something like this would only happen to 1 or 2 keeps at a time. A guild will baiscally get a keep and pour all their effort into holding it for 2 weeks. The time just before the 2 weeks pass is the crucial time when the enemies will really hunger for it and that is the time when the battle escalates.
This also adds a sense of risk to PvP battles. You do not want to lose when you keep is abotu to give you an awesome item. The whole friggin server will swarm in the defense of one or 2 keeps if they knew epic loot was at stake.
also these vendors don't really have to have armor and weapons. It could be high level high quality crafting items. No vendors in game sell crafting gear above level 1, so having these items for sale in keeps would up their value quite a bit.
Do people play scenarios at lvl 40? I don't mind empty RVR up to tier 4 because thats more or less how DAOC was with a few brief respites, but it would be annoying to have no one at rvr endgame.

As I mentioned in another thread Tier 4 scenarios are loaded with lvl 40 players, why? because its instant action where as open RvR can take hours before you find anyone to fight... And when you do you're usually zerged by the other side....
Only way your going to make Open RvR popular is to remove scenarios from the game, but if you do that now that people are used to having them, you might lose a lot of subscribers.... Unless your in love with the game as it is, your never going to like this game, I can't see how they can change anything to make it different without changing the core of the game which would mean NGE type of change and we all know how well that worked out for SOE when they did that to Star Wars Galaxies...
All there needs to be is a nice loot chest after taking an objective / defending an objective (al la PQ); should be easy to add and just another nice goody for ORvR.
ha ha, that's a very good suggestion, at level 39, there are twise i get big bag from keep siege, i get blue armor from both bag, but both are level 33, the green level 39 armor i am wearing at that moment are way better, aiks, and i forget to screw them using in-game suggestion
Not a bad idea. But I think extra slots for gems wouldn't be too popular.
They should of made the game where players can take full accountability - crafting their own keeps from scratch and holding on to them for as long as possible would promote more loyalty, realm pride, and a sense of self accomplishment both ways.
All they need to do is remove scenarios and make WAR the RVR game it was meant to be! Adding this FPS game mode features in the form of scenarios is not something people will pay for. They can get a better experience actually playing a online fps like Team fortress 2 or COD4! You can easily see that Mythic tried to use what made COD4 popular and fit it to their MMO with poor results! WAR would also have been better with a faster pace realtime combat system like Darkfall videos.
