Most of the config is located in the Final Fantasy XIV config app listed in the Start Menu folder for the game.
Change screen resolution, shadows, texture, occlusion, and depth of field settings.
If you need additional tweaks you can use the video card's control panel to override settings. I think Nvidia's is easier to use than ATI's but both pretty much have the same functions.

Well, I was going to tweak for better performance, but on second though, it kind of feels like server lag rather than low framerate.
If you mean things like menus needing 5 seconds ( or more ) to load or needing to stand somewhere for a minute ( or more ) for other players and NPCs to load, it's not lag. It's "working as intended". Hope that makes you feel better.

I was finding very little interface lag and decent graphics by using the smallest window (1024 x whatever I think) turning off character shadows and the buffer at resolution.
Since them I have upped my window to 1280 x whatever and then changed the Buffer to either half or three quarters.
This gave me slightly bigger window but not quite as crisp a graphcial experience. Small amount of interface lag but nothing too big.
Can't remember by video card but 2 gigs ram and 2.4 (I think that's it) ghz dual processor.
As I said, if I put the window to the smallest I could enjoy a more rich graphcial experience but the small window started bothering my eyes.
