Well, there's a LOT more to do with it than just the processor and you didn't even list a speed.
Post your full computer specs.

I am asking this question because I play Aion and I need to play on the lowest settings, but it still lags.
Here are the system "minimum" spec's for tera taken from the offical web site.
SYSTEM REQUIREMENTS FOR TERA
While the final system requirements have not yet been determined, we're committed to bringing TERA to as many people as possible. If you have a gaming rig from the last four years, you should be able to run TERA.
Although not finalized, TERA's estimated minimum system requirements are:
• Intel Core Duo 2 Processor (or equivalent) or better
• 2 GB of RAM or greater
• NVidia GeForce 7600 / ATI Radeon X1800 GTO (or equivalent) or better

It has been noted by players that tera will take advantage of multi-cores & crossfire / sli.
Reported load while playing was 80% cpu on quad core and 70% on 6850 x2
Velika: City of Wheels: Among the mortal races, the humans were the only one that never built cities or great empires; a curse laid upon them by their creator, Gidd, forced them to wander as nomads for twenty centuries...
You'll be running Tera on its lowest settings. My god man invest in an awesome PC, they're so cheap
I played Tera fine on a mix of low and medium settings on:
Santa Claus says such cruel things.
Core 2 Duo @2.8Ghz - 4Gb RAM - GTS 250 - Win7 64b
Played the game at medium to high settings
It wouldn't hurt to upgrade to a video card that is at least competitive with modern integrated graphics. Or better yet, a $70 card actually meant for gaming on a budget.
