One thing that makes me think is , when i rolled a templar this last BWE i had a feeling like i found some OP combination of skills, since i cut throu stuff like a warm knife throu butter.
When i found out that i have a load of PvE buffs since the templar rocked the house in PvP at that moment i had to worry how this will spiral out of control once one of the faction has an advantage anyway , where the people of this faction can handle pve advancement even better.
Problem ?

There will always be people that flock to the side with the best PvE perks- it's why I've never advocated for PvP affecting PvE in any way.
Ony if it 1 faction always dominates everything. Also, have an option to turn off buffs if one desires. Simple i guess.
How does turning off your own buffs for PvE affect the ease at which other factions will have for PvE because they have better PvP'ers? What I got from the OP's complaint is that just like in two faction MMOs when one faction is dominant the majority of the time it is common for people to reroll or pay to transfer (where applicable) so that they can enjoy the perks without having to put in the effort.
This effect usually changes things in one of two ways, either the now dominant faction has more "scrubs" and no longer dominates or (generally in the case of gear-based PvP) the dominant side gears up the quickest and continues to dominate due to gear imbalance and then even the "scrubs" get a free ride in PvP to better gear just by being on the winning faction.
I understand in the past that in DAOC the two lesser factions could/would team up in order to get an advantage on the normally dominant side but it's harder than ever today to get other players to be social at all, let alone to work with another faction. Players that are willing to do those things are playing actual PvP games.
