Patching 2.1 during the 24 hour down time

Is it normal for SE to not give access to players to a patcher during down time? I just started playing the game a few weeks ago.  

 

I never encountered a MMO that didn't let you patch during down time.  Some games even let you patch right after it goes down.  Hopefully they can give us access to the patcher before 12am pst.  Not everyone is blessed with T1-like internet speed

Hopefully it will allow you to do so when the launcher has been updated to reflect the new patch.
