It doesnt transfer it as such, more like copies it (if I understood correctly), you won't be able to copy your character back to the PC version, but you should be able to keep the one you have on the PC with its current progress - just whatever progress you made on the PS4 won't be able to be transfered back to the PC character.

As mentioned above it is a "paid" copy if you like. If you don't like the way it plays on console you should (implication of what has been said so far is can) go back to playing on PC.
I would assume however that any progress you make on the console version would not be replicated on the console and vice versa - any progress made on PC after the copy would not be mirrored on console. This is an assumption but Zenimax could change the rules tie the PC and console together etc. (hence the offer is available again).
