What I want to know is if I wipe my computer after doing the upgrade is if I can somehow do a full reinstall of it. I hate upgrading over previous operating systems and prefer to do a fresh install.

Unless you buy a DVD / USB stick with Windows 10 on it, no, because you need a physical storage device to boot from, and I doubt Microsoft will make an ISO available.

Nah, I don't get that crazy about it. Normally I want to do a clean install for the first time I install a new OS or if I significantly change my hardware profile. (usually only every couple years or so)
I did just find a site stating that there will be digital media available, but only for the hardware profile that's captured as of the upgrade. So in my scenario above if I decide to upgraded my motherboard/cpu I'm going to have to buy the retail release which'll allow me to re-register it as many times as I want, as I've been able to do with Windows 7. Maybe this works a bit differently on the newer OS's though since no manual registration is required anymore. I've reinstalled/re-confirmed my registration through the automatic Microsoft thing for Windows 7 at least a handful of times by now and it's always re-registered without a hitch.

I suggest you start reading agreements for the programs you install before you cry about Windows 10. They are doing what 99% of the companies out there do with their software. Calling us ignorant when you dont seem to grasp this basic fact makes me giggle. While I do agree some updated should be forced, I think others should not. Fact is as an IT guy, I cant count how many times I have had to fix someones OS or format and reinstall just because they didnt do the updates. IMO only update that should not be forced is drivers. As often you need to change that to support the hardware and software you use. This problem is moot. Someone started freeking out and like the web it catches on like fire before people know the facts. If all your worried about is MS knowing your shit on your PC, if it came from the web %99.99999 of that has already been tracked by a dozen different places when you went online. If you think MS is going into your doc you made on your PC again, this is not the case. Remember, once you connect your PC to the internet, anyone can buy your info on where you went and what you do.

Microsoft allows us to download Windows 7 and Windows 8.1 installation media from their website and transfer it to USB stick for clean re-installs. It's very likely that they'll also put Windows 10 up for download similarly.
We might have to wait a bit after official release though, because they can't have enough bandwidth to offer the download for everyone on day 1.

Haven't ms been trying to get into data mining for a while now?(since it's a big thing with google, valve etc.) So not really a big suprise.
Also don't forget this is likely to include adware(with the current nagware being seen as a test) aswell as any spyware and there's nothing to stop them selling that add space on your devices to other companies.
As for those saying this is just a security thing, why is it that it's all updates that are automatic not just security updates and do you really think that the additional revenue streams that'll come with this weren't part of the consideration?

Digital upgrades for Windows 8 and 8.1 were available in an .ISO, although you did have to go through an Advanced menu in the Download Updater to access it, otherwise it just did an in-place upgrade.
There are TechNet .ISO downloads for just about every edition of Windows for people who have access to them.
