If you are going to troll ESO (again) at least take the time to actually find out how many skills are available during a single encounter. (Hint: its more than 5).
Stopped playing this game when I found out my level 40 well geared toon did less damage then a level 1 with no gear.
I was attacking a mob near the starting city with my level 40. Then rolled a new level 1, and did more damage to it as the level 1 with no gear.
Hours of playing to become weaker.
If you were weaker then you should stop playing games completely. Only if you stayed in way under leveled gear would I believe that and that would still be a stretch.
This certainly isn't the case "overall", Were fighting the exact same mob - whilst they are all cp160 some are far stronger than others. If so maybe it was RNG. Either way the reality is that a level 40 is not that much more powerful than a level 1. And whilst the boost that a level 40 gets is less than what a level 1 gets - on the basis that stat boosts have been applied, gear improved and new skills learnt - it remains very, very significant.
At the end of the day levelling in ESO is not fast. Its a long way from level 40 to cp160. In time however the gains kick in and there is absolutely no doubt that a level 1 might rule the roost. (Although a level 1 with many hundreds of cp points ......... )
It's just the same tired, dumb, troll, shit some people have been posting since level scaling happened a couple of years ago. Either that or a truly clueless horrible player.
Mundus stones, food, set pieces that drop like candy and rounded out skill bars makes it so that a level 40 can't help but be tons better than a level 1.
I know that could be what it is but I'm trying to give @Jordnivek1 the benefit of the doubt.....
It is hard to comprehend though how a person, even someone who has no real idea, can do less damage with a level 40 in gear than a level 1 without with no gear. You do get more powerful as you level. Period. The increments are tiny but they are very real even going from 1 to cp160 when the character boost is in operation.

I think its the perspective of new players without the benefit of personal crafting toons, capped champion points, and multi-stat food. I went back to the game to try it out before this next expansion and sadly burned out on the game again in the first month. Not because it was harder at level cap but because it was so easy. I was even tanking group dungeons solo with my warden and DK.
However, during that time I decided to log into and play second account I bought for a friend when Morrowind was five dollars, and she tried it and said "fuck ESO" and went back to Wow. The reason was is because I wanted to make a vampire and werewolf toon so I could just bite one of my own chars without having to bug someone else to do it. Low levels it was still a breeze, but when I got to around the mid 20s the difference became quite noticeable. Without those champion points, even with gear, and food, my sustain was absolute shit, compared to a character of the same class on my main account.

Were you stacking stamina/magicka? By level 20 those pools with foods and the appropriate sets for your build should be something in the range of 35-40K. Resources are not just about regen (although ESO in their "wisdom" nerfed the shit out of regen a while back to force heavy attacks,) the larger the pool the more sustain you also have. This is another case where size matters.
ESO does have a hidden diminishing lowbee buff to damage and damage mitigation. You get 100% of the buff at level 1 and it drops by 3% per level until it's totally gone at level 34. In the PTS for the One Tamriel patch it wasn't hidden for the first few weeks. It' why I know it's there. But it's not a huge thing and normal leveling with the better skill unlocks and gear more than make up for its diminishing loss by a ton. BTW, resource regen is not part of that buff just plain +damage and -damage to you.
I have a low CP alt account as well (CP 170ish now but when level scaling first came in it had no CP) and I have made many, many new characters in that account since other than muling, I use it to just mess around with wacky builds. I've done it enough times that I know for a fact that the skills and gear you get along the way leveling means that you are ALWAYS stronger as you level up. But I do know what I'm doing and stick to medium sets for stamina DPS and light sets for magicka DPS and healing builds.
I don't normally do heavy armor tanks - just stamina DPS and magicka DPS or DPS/Healer hybrids, but I have done enough of them to know that they are much trickier to build at low levels because of the need to focus on all 3 pools. Resource regen for them is always an issue.

I haven't met anyone that actually liked the combat system, in game or otherwise. It is a terribly technologically flawed designed system. No one actually likes it, they accept it which is completely different. They know it won't change so they make the best of it.

Actually, I enjoyed the combat system. For me, it was just a nice change of pace from the typical. What turned me off of playing it was the grind for CP and it seemed dungeons were insignificant.
I wanted awesome raids to do. I'm not sure of that has changed or not.
But yeah, all of that and my wife and kids saying it was boring to watch me play all the time got me to move on.

I may come back for this with the necromancer. I quit in the first two months because of a mix of personal reasons and the end game system didn't appeal to me (which ended up getting replaced).
I came back after the world scaling was initiated and I found it actually quite wonderful. It made the world somewhat challenging again. That is the thing I don't understand about some people. I play games for the challenge of it not to feel some epic super overpoweredness that it seems other want. It feels like all some people want (from what i read about comments in here and WoW) is for them to have a 1 button win system.
