I haven't played CoH since the last free period on Labor Day I think it was. Since then, I had the feeling that CoH was almost like a ghost town and did not even feel the urge to reactivate my account which has been inactive for several months now.
Now that I see CoV, I have been thinking about getting it, but I do not want to run into the same problems that made me leave CoH inactive for so long such as:
1.) A somewhat ghostly community.
2.) After playing CoH for well over a year, I felt as if everything was nothing but rinse and repeat process . (I understand the fact that every game has a grind, but with CoH it really made me turn away to other games for so long now)
3.) The ever presence of nerfing everything to make CoH sutable for PvP which I do not have very much interest in; I'm more for the PvE side of things.
So, what I'm wanting to know is CoV worth buying or is it still in it's "early stages" and needs a lot of nerfing or reworking? Is CoV lively and full of people to group with to do street hunting, missions, and Strike Forces? I have seen some screenshots, videos, and some of the new archtypes, but I'm still stuck and unsure if I should really give CoV a try or to just find some other game.

I personally hated it. I preordered and wanted to cancel before my 2 day trial was complete.. now I'm stuck with an unused CD key.
In my brief time playing the missions were repetitive and boring. The community however is quite large at the moment.
I can't comment on the live Villains side's community, since I've yet to receive my copy through the post.
I can comment on the missions though, as I was in beta and totally enjoyed it. Newspaper missions aside (which is an alternative means of obtaining them and seem to have little variation) the one's I received from contacts were more varied than those in CoH (ie. both in tilesets and objectives). In a way its a shame Niber didn't play a little longer, as missions do vary, especially once you get your second contact and more so as you progress into Port Orleans. Although I feel if you found playing a hero repetitive and assuming you aren't into the stories the missions unfold, you'll probably find the same with playing a villain. Leveling is still get a mission and head to a door, regardless of what is inside or the story behind it.
At the moment heroes and villain balance is pretty much level, so to be honest I'd be tempted to put money down that the major nerfing is now over. Although we simply won't know until the next issue. Anyway, I'm hoping this is now it.
Bases or the new PvP zones probably won't be much interest (as you state) to you either. Unless you like simply building things, as they are essentially PvP orientated.
