i played this game for a long time then i stopped and had my subscription canceled for a long time.... i wanna go back to this but i am wondering if i will still have my account and my characters....

Yes, your characters will still be there although some (under level 35) may have had their names taken.
There was a period during CoV launch where inactive characters under level 35 had their names made available to current players.
This policy has ended, but if one of your character's names got taken, you could change it upon login.
(Only one chance to do it, so check your spelling etc.)
