As the title says: if someone offered you 50 million dollars and the dev team needed to create a MMORPG, what would you make?
And what kind of gameplay features and mechanics would you design to be in it?

Probably some kind of historical MMO. Perhaps Classic Greece/Rome...or The 100 Year War between england and france. Medieval Period always gives one good armor options for design.
I would have faction warfare. If I were to chose Rome I would attempt to implement some kind of political system.
My MMORPG would have (but not be limited to) the following features:
No "tiered" content, the entirety of the world will be potentially useful to any character in the game. There will be character advancement, but it will be "broad" more so than deep. There will also be easier and harder monsters, but defeating them will rely more on having the correct skills than just haven't leveled enough.
Dynamic player housing - Players will be able to build houses and/or shops just about anywhere in the world, thought i may be prohibited in certain "protected" areas.
Service economy - Players will be able to buy and sell services on an auciton house similar to how goods are bought and sold now. Motivation to use the service economy will be provided by making it possible for the richer players to make money by employing poorer players as freelance adventurers, workman etc. For example, "I will provide you the resources to explore dungeon X, but 50% of all treasure you find in the dungeon goes to me."
Open-ended advancement - Not necessarily a skill-based advancement system, but the advancement system will be designed so that any character can eventually learn everything in the game, though NOT AT ONE TIME. There will be some kind of cap.
Are you team Azeroth, team Tyria, or team Jacob?

Glorantha Online with major heroquesting being the rough equivalent of raiding. I'd follow GW2's mechanics for the most part since I think it would fit well with the IP.
And there will be broo, in all their foul and fecund glory.

A porno MMO, with female only characters. Since I myself am not interested in seeing a guys Ding-a-Long when watching my porno vids. I'm just not into that.
It would be a hit! Porn already is the best selling industry! Think of a whole MMO based off it
I would of course have to deal with the religious zealots, but whatever...maybe I could have it hosted/based somewhere in Europe where the zealots in the US can't do sh! about it, except complain.
But yeah, I definitely think it would be a big hit.
Graphics would of course be top of the line, otherwise, whats good about looking at low-res nude pixels? I would want to see it all and it would have the best customization of any MMO.
The world would be big too. And it wouldn't only be in the city...while the city may get the better ladies, you would also need to deal with the Popo...where they either arrest you, or you can bribe them with money (if you have any)
You could even own a business or a business enterprise. Or, you could go underground so to speak.
and actually, thinking of the religious zealots...you may need to deal with those too, they could be like the main enemy in the game. Where the Popo are their front line soldiers.
Cause you always gotta have a main enemy in a game.

An MMO based off the Wheel of Time saga, by Robert Jordan. Given the detail of that world and culture laid out by the late Robert Jordan, I think it would be a great way to break the mold of the traditional MMO and its holy trinity of classes (tank, healer, dps). It could also include a system like diplomacy, from Vanguard, due to the amount of politics and "game of houses" described in the books. I know a company picked up the rights to an MMO shortly after Jordans death but I am not sure what, if anything, has been done since. It really could make for an incredible game as long as developers like Turbine or Cryptic (My 2 shining examples of developers who failed, on an epic proportion, to deliver when they had an awesome IP to start from) stay far far away.
$50 Million would be a good start, but I would love to pump even more into a longer development cycle, to make sure the IP is given its due diligence.

Gamble at the saloon. Be a farmer and a cowboy. Attack on indian villages and/or forts!
Indians use the powers of the great Manitu(mages and rogues/fast deadly)
Cowboys use the power of the gunpowder and technology (but they are slow and soft)

easy, Battle Tech. and attempt to do it like Eve where you have one server so you could have massive mech fights. for planets or parts of planets.
And some type of twitch control skill system hybrid.
I would pick an IP that I knew people would get all excited over regardless of what the game itself was like (unfortunatly SW and ST have already been used).
I would them hype the crap out of the game by doing interviews and saying how I was going to take down WoW and have millions of players. I would also have interviews where I used the words innovative and game changing. I would then make sure sites knew that if they didn't give my game good reviews I would never spend millions in advertising on their site.
Now that I had the hype going I would start setting up preorder sales with these cool items you could only get from a preorder. I would of course say they got early access to the game as well.
Now between the 50 million in investment money and the money from preorders I would buy an amazing house and car and stash as much of the money away as I could. That when when my terrible game launched and everyone couldn't believe it was bad since they were so sure it would be awesome they bought lifetime memberships, I would be all set for when the people starting quitting and we had to lay off the majority of the company.

Everquest I remade. Update graphics, battle flow and UI but go with same theme, races, world, etc.

Joking aside, I'd go for a time travel MMO, where there are several time travel empires and agencies from different times that fight sort of a cold war throughout the eras in order to erase eachother from the timelines into oblivion.
You'd also be able to time travel to different eras, like the jurassic age, prehistoric age, Atlantis, Roman empire, Victorian era, or the '30s, and the future of course, more eras would be unlocked the higher you level, up to even parallel timeline eras into alternate worlds, like where Rome was never defeated, and that you need to correct to the proper history. Also accumulation of a number of goals in the past by one of the competing time agencies could change the eras following immediately afterwards (phasing).
That or a Dune or Malazan Empires MMO.

GODS & HEROES IS MY ONLY HOPE (which makes me sad)
A kind of cyberpunk-ish virtual world, somewhat Tron inspired.
The gameplay would be totally free and unstructured - no levelling or statistics, you just travel through the world interacting with people and things - things you can barely imagine. You might at some point accidentally create an entire race of e-beings, like Darwinia, only to have them destroyed by a computer virus. Or you could create a computer virus to shut down parts of the world. You could travel to any point of the world instantly because it is a big, interconnected web like the internet. The soundtrack would be ambient, electronic and electro-funk (a la Daft Punk!) I would call it Chaos.

Another MMO idea is Dune.
If Dune released, was sandbox, had enough money to release when ready (you know, Blizzard's release it when its ready, motto, that every MMO recently released has failed to do)...it would be UBER WIN!
As long as Dune wasn't made by Blizzard...it would definitely need to be sandbox OOOOO, CCPgames could make a Dune MMO
