Is it me or in this sentence the magic word is can't. Not giving my opinion on this whole  1.7m debate is true or not, I don't care, but when i read this sentence I only read that he can't tell if they are subscribers for them currently.

 

 I believe that "can't" is a misquote or misspeak.  The rest doesn't really make sense unless it is "can."
