Is the game solo friendly - at all... with the lower pop?
You are less likely to be ganked while out doing your own thing now. It still happens obviously, because it's an ow pvp full loot game. However, if you go to some of the more popular spawns/dungeons, you will probably run into action.
As for how solo-friendly it is, it depends on what you mean by term. If you're looking to find 1 on 1 fights, that's probably not gonna happen. But if you're interested in harvesting, pve and crafting, then yes you can do fine as a solo player.

However, I would suggest you look into finding a clan that you like and joining up with them. There's a lot of fun and comradery to be had in this game. And it's not the kind of game where people are going to pressure you to do giant 64 man raids or whatever the hell else. You can pretty easily just find a clan to call home and then do your solo thing. I'm in a friendly, laid-back, no drama, mature clan on the NA server. PM me if you'd be interested in joining.
If that population is THAT low, I would avoid it altogether. Sure, you may enjoy a bit of solitude and PVE without gankers, and a name for yourself. But it is pointless to play a game that's likely to get cancelled. There goes your time and progress into the drain.

The company "developing" the game recently moved their finances to Canada to avoid declaring bankruptcy. This was announced by their investor's quarterly financial report. The investor plans to shut down Darkfall when they take a majority share of the company in March 2015.
The game has about a year of life left, if that. The game overall is quite poor, but is worth trying if you haven't just because it is so different. Unfortunately the game costs an absurd amount of money for what it is.
As for the question about PvE and how likely it is to get ganked... The PvE in the game is astonishgly boring. At this point, you could probably farm almost any spawn in the game and never see another living soul. But for what reason would you farm? The monsters have almost no loot associated with them. All monsters in the game, with the exception of maybe 4 or 5, cost more to kill than they return to you in loot. The only reason to PvE in the game is to gain achievement points which allow you to progress your character. If this is reason enough for you, then I'd say give it a shot....but again, the cost of the game is absurd.

This one and other such sandbox games. Themepark games are the kind of games you are talking about, where there are supposed to be "fun hubs", various activities that provide quick fun for players. That is why they are called themepark games.

Casuals who log in for an hour or two every week won't be doing much world building, nor will they be very good at the game compared to others.

It seems like the population has been increasing a little over the past couple of months. What makes you say it's at the lowest ever?
As for pve, I actually prefer it over pve in basically any other MMO, simply because of the combat. Also, what have you been farming? Because there are definitely mobs that drop really good loot. Have you killed fire giants on Cairn? Every other one seems to drop a portal shard. There was one that dropped a medium map, 4 rune stones, portal shard, a veilron essence and a neithal essence. A lot of people like to talk about how bad the loot is in the game, but the more I actually go out and pve, the more I realize it's not really true.

Darkheart, I wouldn't let the population prevent you from trying the game. I think you will really like it.
It's just a low month, next content patch will be booming again. Darkfall is cyclical. People come and go and come back again constantly.

Well, a reason for that is because everyone lives out of their player cities. People don't go to the safezone much.... if they do it's Sanguine.
Also, people are done with most mob spawns, so until they do the regional loot tables, there will be no reason to go to random low level spawns.
Your best bets when looking for people now are terror and scourge mob spawns, level 5 harvesting areas, Mobs that drop supplies for village requisitions (like bandits), and village control points when they are ready to requisition.
Sea towers go off every few days, and that always draws people out with big warships to try to capture them, and the Prowess Monoliths go off daily, and may attract a few people to them.
On nights when there aren't a lot of things happening some clans will have open nights to their city, where they open their bank access and turn off their towers and invite everyone to come duel.
Dropping a siege stone also has a way of making people come together.
